It has been five years since the owners last visited or worked there. They have been charged the community fee for 4 years, and because of vermin their garden has become a major fire and health hazard. The administrators have taken the owner to court for unpaid fees; however, due to horizontal law, nothing can be done by the community in regards to reducing fire risk or controlling vermin. One who blatantly disregards the community's regulations should not be given a voice when it comes to how their property impacts everyone else.
